Ah, no. It's a bit confusing but spell levels and character levels are separate. At character level two you have only up to spell level one.

Hmm.. I think, if you search the spell in the game's compendium (the info marker at top right), you can drag and drop the spell into your character sheet.

Ah, one last thing you'll want to do. In the 'core' tab of your character sheet it should take the current level you have on top right. If you change that it increases your spell slot count.
