in the first case because it's a notice and not a privmsg, which clients generally try to mark as Important even though it just means "this is a bot, do not respond automatically please"

"notice" is just another kind of message. anyone can send them in any channel. it's different from an oper ending a server wide notice or something.

I'm still thinking in RFC 1459 terms, where the receiver of a NOTICE had to be a nickname (whereas PRIVMSG could be sent to various things including channels). RFC 2812 allows NOTICE to have the same operand types as PRIVMSG.
