I am working on incorporating the referee remarks. Referee number 1 hinted that Allegro Common Lisp might be doing something similar to my technique, and suggested sending email to Duane Rettig, which I did. His answer makes it relatively clear that Allegro is NOT using this technique, although, his answer contains information that I might incorporate in the "previous work" section anyway. We'll see.

Dates in els state, that 2021-04-19 is "final papers" - does it mean that they will be also announced, or that the decision process is finished?

Final decisions have already been made, and there is no second round for the referees to accept or reject according to whether the author fulfilled the obligations imposed by the referees.

I suppose if an author were to just re-submit the first version, it is not clear whether it would be discovered or not.

The final program could be announced later. But, like I said, authors have already been notified with accept/reject decisions, so the "announcement" has in some ways already been made.

One year, for instance, and accepted paper was removed from the final program, because the program chair required the presence of the author, and the author could not make it.

Yes, I see. That could take some time after the final submissions for the program chair to make that information appear.
