Umm, cat /sys/class/power_supply/BAT0/capacity just returns the percentage without a percentage sign for me

looks like the power supply class in the kernel does also have the TIME_TO_EMPTY/TIME_TO_FULL fields but they might not be set

It just computes the charge_now value based on energy_now and voltage_now, and divides that by current_now. It's almost stupidly simple
