I'm getting an ":ASCII stream decoding error" (the octet seq #(195) cannot be decoded).

this is on a remote server. If I copy it back to my machine (sbcl 1.4.16.debian) I do not get the error.

I checked the locale on both system is en_US.UTF-8, and if I run file -bi file-name on both the remote and local machines, I get text/plain; charset=utf-8

where does the sbcl 1.4.0-1.el7 version come from? is :SB-UNICODE in its *FEATURES*?

likely you need to adjust the character encoding that you are using to read from the file

Sometimes when I find that the locale settings are not taking effect like I expect, I check "locale -a" to make sure I have the right supported value for LANG. Sometimes there are variations of "en_US.UTF-8"
