I think that first person has to propose the project, then maintainers need to accept it, and after that it may get rolling

beach: I won't say that joke on #lisp, because I'm afraid it will just increase noise, but if I had to imagine a tree-based language I'd see a tree, where leafs are labelled like "Java", "CL" etc ;-)
